This is the G.T.Power IC Controlled Tire Warmers for 1/10 touring car / 1/10 M car / some 1/10 off-road car.
The GTP-W features an adjustable front & rear temperature setting, automatic microprocessor-regulated temperature, Fahrenheit or Celsius display, eight different audible beep tones, and a convenient foam-topped car stand design to save space. The GTP-W is DC only, and runs on any voltage between 7.2-15V DC.

Why do you need a tire warmer?
Because you get faster speed and more stable performance!

A tire warmer is beneficial to have, so the surface rubber of the tire is hot, so that the rubber can fill the little crevices of the track better, providing better grip in the early stages of the race. Having the surface rubber hot increases the co-efficient of friction of the rubber, adding to its ability to grip the track surface.
Moreover, each time a tire is heated and then cooled, it hardens up. One racer used to say, -tires harden up when they cool off, just like cookies that come out of the oven and get placed on the counter. A warmer can help avoid this by keeping the tire warm between sessions on the track.
